Cut off all military aid to Egypt: Editorial

Last weekend?s mass shooting of demonstrators in Cairo, which Human Rights Watch denounced as showing a ?criminal disregard for people?s lives,? only underscores what we knew already: This military takeover is not a re-boot of democracy. It?s a bloody coup.

How quickly the crowds that cheered the ouster of former Egyptian president Mohamed Morsi have been replaced by angry protestors, shouldering the bodies of their slain relatives. Many were shot straight through the head or chest, in clearly targeted killings, as Islamists and other Morsi supporters staged peaceful sit-ins and rallies.

Yesterday, the European Union?s top foreign policy official visited Cairo to reiterate that the military must deliver on its pledge to transition to a civilian government that includes the Muslim Brotherhood and its Islamist allies. But like the United States, the EU has no imminent plans to rethink its aid to Egypt.

Why should we expect Egypt?s generals to heed our advice, if we put no muscle behind the message?

Our first priority must be to stop these killings of civilians in the street. That means signaling that we are serious by suspending our $1.3 billion in military aid, which represents the bulk of U.S. assistance to Egypt. We can continue to provide economic aid, but we cannot be the bankrollers of an increasingly brutal regime.

This isn?t just a moral issue. It?s a national security danger. Think about it: The Muslim Brotherhood used peaceful, democratic means to get Morsi elected, only to see him forcibly removed from office. Naturally, Islamists are now asking, what good is democracy? And if they decide to take up arms instead, the United States may become the target for a new breed of terrorist.

We must make sure we do not become the country that financed this crackdown against democracy. The Obama administration has already suspended some military aid and delayed a delivery of fighter jets to Egypt to signal its displeasure. But it?s still ducking the larger issue by refusing to call Morsi?s ouster a coup, which allows us to continue to provide most of our military aid.

There are, of course, plenty of practical concerns tied up in these semantics. A big one is our ally, Israel: If the Egyptian military no longer has U.S. financial support to halt the smuggling of weapons to Hamas, the Palestinian militant group might use them to launch terrorist attacks across the border from Sinai. The United States could also be left on the hook for millions in contract termination fees, and American defense contractors would lose valuable sales.

Yet after last weekend?s killings, Democrats such as Sen. Dianne Feinstein (Calif.) have begun to advocate suspending military aid to Egypt. Even New Jersey?s own Sen. Robert Menendez, who is against cutting off aid money, sees the need to use it as leverage. The question is, do we revoke our aid only if the military ends up staying in power, as Menendez favors, or do it immediately?

Rather than continue to provide millions to the military in the hope the generals will listen, the United States should cut off aid now, and restore it only in the event of a peaceful transition through a democratic election.

The continued slaughter of protestors further illustrates the insincerity of General Sisi, chief of the Egyptian military, who claimed his forces would stay out of politics. He is looking more and more like a despot, along the lines of former dictator Gamal Abdel Nasser. And we must act now, to ensure that history of repression doesn?t repeat itself.

Pacquiao free to run for president, but not in 2016

News of boxing champion and Sarangani Rep. Manny Pacquiao's intention to run for president rattled many Filipinos over the weekend.

Malaca?ang, however, did not act surprised, saying the Filipino boxing icon has every right to pursue his dream.

"Kung sa damdamin ni Ginoong Pacquiao (ay) karapat-dapat siyang tumakbo, nasa sa kanya po 'yun. We cannot stop anyone from fulfilling their ambition," presidential spokesperson Edwin Lacierda said in an interview with reporters on Monday.

But one major point raised by the Palace official may prove to be a stumbling block to Pacquiao's plan.

"Bawat tao naman basta lumagpas kayo ng 40 years old may karapatan kayong tumakbo bilang pangulo ng Pilipinas," Lacierda said.

Article VII Section 2 of the 1987 Philippine Constitution states "no person may be elected President unless he is a natural-born citizen of the Philippines, a registered voter, able to read and write, at least forty years of age on the day of the election, and a resident of the Philippines for at least ten years immediately preceding such election."

Pacquiao is only 34 years old and will turn 38 in 2016, the year of the next presidential election. ?

Evolution of entertainment in Lusaka | Zambia Daily Mail

ALTHOUGH Lusaka?s first building was a store in 1908 built by Benjamin Glasser, it was not until four years later that it had its own hotel as well as a social and sports club.
And for the better part of the next two or three decades, very few entertainment spots opened up in Lusaka, which this year, is celebrating its 100 years of existence as a local authority.
One wonders how the early settlers coped with that kind of scenario!
But over a centenary later, the array of entertainment spots are many. The only indictment on Lusaka is that it cannot claim to be a host city of any major international arts festival or initiative.
In fact, this is a very serious indictment!
This is so especially that with its rich cultural diversity, Africa as a continent is fast becoming a festival continent. Throughout the year, there are many colourful arts, musical and religious festivals celebrated in Africa.
In Nigeria for instance, there is the Argungu Fishing Festival (a grand fishing competition for the locals and other competitions like canoe racing, swimming and diving), the Durbar Festival (traditional parade of horsemen) and Igue Festival (thanksgiving festival held every year at Benim city).
In South Africa, they have the Cape Town International Jazz Festival (a two-day annual jazz festival organised in Cape Town where jazz legends from all over the world come and perform), Splashy Fen (a musical festival near Underberg in KwaZulu-Natal featuring mainstream and alternative rock and pop), Riebeek Kasteel Olive Festival (held in Western Cape offering the best olives and wine in South Africa along with live entertainment and art competition) and Hermanus Wine and Food Fair (when whales travel to south coast of Cape for mating in September). The Hermanus festival includes good food, wine and whale-watching.
In Kenya, festivals are an integral part of Kenyan tourism. These include the International Camel Derby (an annual camel-racing event organised to highlight the booming desertification), the Art Festival (organised by the National Museums of Kenya to give an opportunity to exhibitors to display their paintings and art works and create art awareness in Kenya) and the Kenya Tourism Week (a week-long celebration that includes art and music exhibition and giving opportunity to tourists to travel to less-explored areas).
But for Lusaka, the only festival of international repute is the privately-organised April International Theatre Festival whose participants are drawn locally and regionally. Organised by Yezi-Arts Promotions and Productions (YAPP), the festival provides an opportunity for theatre freaks to enjoy proper drama at the Lusaka Playhouse for a number of days.
This is important, because, in the last few years, proper drama productions have often times failed to draw large crowds to the Lusaka Playhouse. This is in contrast with comedy shows by groups such as Zambia One Comedy, Natuseke Inseko and Dorika and the Big Dudes which have attracted over-crowded audiences.
But as the common Elizabethan term means, playhouses are for theatre.
But so central is the Lusaka Playhouse for the city?s entertainment life that it often plays host to all sorts of functions.
Though it is difficult to credit any single person with the establishment of the Lusaka Playhouse, construction was facilitated by an initial grant of ?5 000 from the Beit Trust through its then chairperson Sir Alfred Beit and further financing from the Roan Consolidated Mines (RCM), which made its own substantial donation for the Lusaka Theatre Club.
Lady Benson, wife of Sir Arthur Benson, then Governor of Northern Rhodesia, laid a foundation stone for the building of Lusaka Theatre Club at the vacant plot allocated by the Lusaka Municipal Council to the Garrison Theatre, next to the then Ridgeway Hotel (now Holiday Inn) at stand number 2637 Church/Nasser.
Thereafter, construction started, culminating in the official opening on June 9, 1956 by Joyce Grenville, a British movie star whose brother was the chief executive officer for RCM.
The club officially opened with an inaugural play ?And So To Bed? which was produced by Dorothy Martin. Over the years, the club has had its own experiences and was never spared from the effects and impact of colonialism ? which made the place exclusively white populated until the 1960s when the emerging black leadership found ways of opening it up to multi-racial representation.
Since then, it has hosted thousands of theatre productions. In recent times, it has provided a platform to artistically send-off prominent artistes who have passed on.
Although not as active as it used to be in the past in terms of theatre productions, there is growing interest among the residents of Lusaka to restore it to its rightful place including rehabilitation of its infrastructure which is old.
They want to restore it because they realise just how central it is to the city.
As Lusaka celebrates 100 years, Lusaka Playhouse is playing host to a plethora of activities which include the documentary on Lusaka, discussions on the film industry in Zambia, the fashion industry and its challenges, the problems facing the expansion of Lusaka, the role of playhouses, theatre, drama and community centres in the city.
But the Lusaka Playhouse has not been alone in providing an entertainment platform for the residents of Lusaka.
In the past, there used to be the Star Market in Lusaka which used to provide a platform for live music.
Yes, live music!
This is another serious damn on Lusaka!
One of the serious frustrations of Lusaka is that there are very few places one can go to just sit and enjoy some band play live music. A few hotels such as the Pamodzi and Inter-Continental do provide for that. However, the average man is most unlikely to find himself in these venues on a Friday or Saturday evening.
For jazz lovers however, the Club Misty at Levy Junction has proved consistent in providing live jazz entertainment even during the week.
Non jazz lovers often go to Kalahari Pub and Grill near Football House where various bands such as Air Power, Green Labels and Muvi Posse take turns in performing over weekends, taking the audience down memory lane with some of their kalindula covers.
Well, the new generation of musicians have certainly made waves and have become an active part of Lusaka life, particularly over weekends. These are the musicians that perform (albeit lip synch) at various entertainment spots in Lusaka, particularly in Kabwata and Chilenje areas of the capital city.
In a way therefore, entertainment remains very much alive in Lusaka.
However, one would wish that celebrations that have been lined-up to mark 100 years of Lusaka such as the fashion show, garden tea party, adult arts exhibition, grand music day, the marathon, float procession and malasha bicycle race, the film festival and Lusaka one comedy, can be permanent fixtures in the life of Lusaka.
You certainly do not want to wait for another 100 years to see these again!

(AP) ? Pope Francis wrapped up a historic trip to his home continent Sunday with a Mass on Copacabana beach that drew a reported 3 million people, who cheered the first Latin American pope in a remarkable response to his message that the Catholic Church must shake itself up and get out into the streets to find the faithful.

Nearly the entire 4 kilometer (2.5 mile) crescent of Copacabana's broad beach overflowed with people, some of them taking an early morning dip in the Atlantic and others tossing t-shirts, flags and soccer jerseys into the pontiff's open-sided car as he drove by. Francis worked the crowd, kissing babies, taking a sip of mate tea handed up to him and catching gifts on the fly. Even the normally stern-faced Vatican bodyguards let smiles slip as they jogged alongside his car, caught up in the enthusiasm of the crowd.

Many of the crowd had spent the night on the beach, an all-night slumber party to end World Youth Day that had a festive Latin air, with pilgrims wrapped in flags and sleeping bags to ward off the cold. They danced, prayed and sang ? and stood in long lines in front of the armadas of portable bathrooms along the beachfront.

"We were dying of cold but it was worth it," said Lucrecia Grillera, an 18-year-old from Cordoba, Argentina, where Francis lived for a time before becoming pope. "It was a tiring day, but it was a great experience."

The Vatican said more than 3 million people were on hand for the Mass, based on information from World Youth Day organizers and local authorities.

That was far higher than the 1 million at the last World Youth Day vigil in Madrid in 2011 or the 650,000 at Toronto's 2002 vigil.

Many of those at the vigil had tears in their eyes as they listened to Francis' call for them to not be "part-time Christians" and to build up their church like his namesake, St. Francis of Assisi, was called to do.

"Jesus offers us something bigger than the World Cup!" Francis said, drawing cheers from the crowd in this soccer-mad nation.

After Sunday's Mass, Francis was meeting with the bishops of Latin America and the Caribbean, as well as holding a thank-you audience with some of the 60,000 volunteers who organized the youth festival. He was leaving for Rome Sunday night.

"It was such an excellent week, everybody was in such good spirit, you could just feel a sense of peace," said Denise da Silva, a Rio de Janeiro Catholic who was sitting alone on the beach Sunday morning, a Brazilian flag painted on her face. "I have never seen something here in Rio so marvelous as what we have just lived."

Saturday night's vigil capped a busy day for the pope in which he drove home a message he has emphasized throughout the week in speeches, homilies and off-the-cuff remarks: the need for Catholics, lay and religious, to shake up the status quo, get out of their stuffy sacristies and reach the faithful on the margins of society or risk losing them to rival churches.

In the longest and most important speech of his four-month pontificate, Francis took a direct swipe at the "intellectual" message of the church that so characterized the pontificate of his predecessor, Benedict XVI. Speaking to Brazil's bishops, he said ordinary Catholics simply don't understand such lofty ideas and need to hear the simpler message of love, forgiveness and mercy that is at the core of the Catholic faith.

"At times we lose people because they don't understand what we are saying, because we have forgotten the language of simplicity and import an intellectualism foreign to our people," he said. "Without the grammar of simplicity, the church loses the very conditions which make it possible to fish for God in the deep waters of his mystery."

In a speech outlining the kind of church he wants, Francis asked bishops to reflect on why hundreds of thousands of Catholics have left the church for Protestant and Pentecostal congregations that have grown exponentially in recent decades in Brazil, particularly in its slums or favelas, where their charismatic message and nuts-and-bolts advice is welcome by the poor.

According to census data, the number of Catholics in Brazil dipped from 125 million in 2000 to 123 million in 2010, with the church's share of the total population dropping from 74 percent to 65 percent. During the same time period, the number of evangelical Protestants and Pentecostals skyrocketed from 26 million to 42 million, increasing from 15 percent to 22 percent of the population in 2010.

Francis offered a breathtakingly blunt list of explanations for the "exodus."

"Perhaps the church appeared too weak, perhaps too distant from their needs, perhaps too poor to respond to their concerns, perhaps too cold, perhaps too caught up with itself, perhaps a prisoner of its own rigid formulas," he said. "Perhaps the world seems to have made the church a relic of the past, unfit for new questions. Perhaps the church could speak to people in their infancy but not to those come of age."

Francis asked if the church today can still "warm the hearts" of its faithful with priests who take time to listen to their problems and remain close to them.

"We need a church capable of rediscovering the maternal womb of mercy," he said. "Without mercy, we have little chance nowadays of becoming part of a world of 'wounded' persons in need of understanding, forgiveness and love."

Neuroimaging improves understanding of eating disorder

In a spacious hotel room not far from the beach in La Jolla, Calif., Kelsey Heenan gripped her fianc??s hand. Heenan, a 20-year-old anorexic woman, couldn?t believe what she was hearing. Walter Kaye, director of the eating disorders program at the University of California, San Diego, was telling a handful of rapt patients and their family members what the latest brain imaging research suggested about their disorder.

It?s not your fault, he told them.

Heenan had always assumed that she was to blame for her illness. Kaye?s data told a different story. He handed out a pile of black-and-white brain scans ? some showed the brains of healthy people, others were from people with anorexia nervosa. The scans didn?t look the same. ?People were shocked,? Heenan says. But above all, she remembers, the group seemed to sigh in relief, breathing out years of buried guilt about the disorder. ?It?s something in the way I was wired ? it?s something I didn?t choose to do,? Heenan says. ?It was pretty freeing to know that there could be something else going on.?

Years of psychological and behavioral research have helped scientists better understand some signs and triggers of anorexia. But that knowledge hasn?t straightened out the disorder?s tangled roots, or pointed scientists to a therapy that works for everyone. ?Anorexia has a high death rate, it?s expensive to treat and people are chronically ill,? says Kaye.

Kaye?s program uses a therapy called family-based treatment, or FBT, to teach adolescents and their families how to manage anorexia. A year after therapy, about half of the patients treated with FBT recover. In the world of eating disorders, that?s success: FBT is considered one of the very best treatments doctors have. To many scientists, that just highlights how much about anorexia remains unknown.

Kaye and others are looking to the brain for answers. Using brain imaging tools and other methods to explore what?s going on in patients? minds, researchers have scraped together clues that suggest anorexics are wired differently than healthy people. The mental brakes people use to curb impulsive instincts, for example, might get jammed in people with anorexia. Some studies suggest that just a taste of sugar can send parts of the brain barrelling into overdrive. Other brain areas appear numb to tastes ? and even sensations such as pain. For people with anorexia, a sharp pang of hunger might register instead as a dull thud.

The mishmash of different brain imaging data is just beginning to highlight the neural roots of anorexia, Kaye says. But because starvation physically changes the brain, researchers can run into trouble teasing out whether glitchy brain wiring causes anorexia, or vice versa. Still, Kaye thinks understanding what?s going on in the brain may spark new treatment ideas. It may also help the eating disorder shake off some of its noxious stereotypes.

?One of the biggest problems is that people do not take this disease seriously,? says James Lock, an eating disorders researcher at Stanford University who cowrote the book on family-based treatment. ?No one gets upset at a child who has cancer,? he says. ?If the treatment is hard, parents still do it because they know they need to do it to make their child well.?

Pop culture often paints anorexics as willful young women who go on diets to be beautiful, he says. But, ?you can?t just choose to be anorexic,? Lock adds. ?The brain data may help counteract some of the mythology.?

Beyond dieting

A society that glamorizes thinness can encourage unhealthy eating behaviors in kids, scientists have shown. A 2011 study of Minnesota high school students reported that more than half of girls had dieted within the past year. Just under a sixth had used diet pills, vomiting, laxatives or diuretics.

But a true eating disorder goes well beyond an unhealthy diet. Anorexia involves malnutrition, excessive weight loss and often faulty thinking about one of the body?s most basic drives: hunger. The disorder is also rare. Less than 1 percent of girls develop anorexia. The disease crops up in boys too, but adolescent girls ? especially in wealthy countries such as the U.S., Australia and Japan ? are most likely to suffer from the illness.

As the disease progresses, people with anorexia become intensely afraid of getting fat and stick to extreme diets or exercise schedules to drop pounds. They also misjudge their own weight. Beyond these diagnostic hallmarks, patients? symptoms can vary. Some refuse to eat, others binge and purge. Some live for years with the illness, others yo-yo between weight gain and loss. Though most anorexics gain back some weight within five years of becoming ill, anorexia is the deadliest of all mental disorders.

Though anorexia tends to run in families, scientists haven?t yet hammered out the suite of genes at play. Some individuals are particularly vulnerable to developing an eating disorder. In these people, stressful life changes, such as heading off to college, can tip the mental scales toward anorexia.

For decades, scientists have known that anorexic children behave a little differently. In school and sports, anorexic kids strive for perfection. Though Heenan, a former college basketball player, didn?t notice her symptoms creeping in until the end of high school, she remembers initiating strict practice regimens as a child. Starting in second grade, Heenan spent hours perfecting her jump shot, shooting the ball again and again until she had the technique exactly right ? until her form was flawless.

?It?s very rare for me to see a person with anorexia in my office who isn?t a straight-A student,? Lock says. Even at an early age, people who later develop the eating disorder tend to exert an almost superhuman ability to practice, focus or study. ?They will work and work and work,? says Lock. ?The problem is they don?t know when to stop.?

In fact, many scientists think anorexics? brains might be wired for willpower, for good and ill. Using new imaging tools that let scientists watch as a person?s mental gears grind through different tasks, researchers are starting to pin down how anorexic brains work overtime.

To glimpse the circuits that govern self-control, experimental neuropsychologist Samantha Brooks uses functional magnetic resonance imaging, or fMRI, a tool that measures and maps brain activity. Last year, she and colleagues scanned volunteers as they imagined eating high-calorie foods, such as chocolate cake and French fries, or using inedible objects such as clothespins piled on a plate. One result gave Brooks a jolt. A center of self-control in anorexics? brains sprung to life when the volunteers thought about food ? but only in the women who severely restricted their calories, her team reported March 2012 in PLOS ONE.

The control center, two golf ball?sized chunks of tissue called the dorsolateral prefrontal cortex, or DLPFC, helps stamp out primitive urges. ?They put a brake on your impulsive behaviors,? says Brooks, now at the University of Cape Town in South Africa.

For Brooks, discovering the DLPFC data was like finding a tiny vein of gold in a heap of granite. The control center could be the nugget that reveals how anorexics clamp down on their appetites. So she and her colleagues devised an experiment to test anorexics? DLPFC. Using a memory task known to engage the brain region, the researchers quizzed volunteers while showing them subliminal images. The quizzes tested working memory, the mental tool that lets people hold? phone numbers in their heads while hunting for a pen and paper. Compared with healthy people, anorexics tended to get more answers right, Brooks? team wrote June 2012 in Consciousness and Cognition. ?The patients were really good,? Brooks says. ?They hardly made any mistakes.?

A turbocharged working memory could help anorexics hold on to rules they set for themselves about food. ?It?s like saying ?I will only eat a salad at noon, I will only eat a salad at noon,? over and over in your mind,? says Brooks. These mantras may become so ingrained that an anorexic person can?t escape them.

But looking at subliminal images of food distracted anorexics from the memory task. ?Then they did just as well as the healthy people,? Brooks says. The results suggest that anorexic people might tap into their DLPFC control circuits when faced with food.

James Lock has also seen signs of self-control circuits gone awry in people with eating disorders. In 2011, he and colleagues scanned the brains of teenagers with different eating disorders while signaling them to push a button. While volunteers lay inside the fMRI machine, researchers flashed pictures of different letters on an interior screen. For every letter but ?X,? Lock?s group told the teens to push a button. During the task, anorexic teens who obsessively cut calories tended to have more active visual circuits than healthy teens or those with bulimia, a disorder that compels people to binge and purge. The result isn?t easy to explain, says Lock. ?Anorexics may just be more focused in on the task.?

Bulimics? brains told a simpler story. When teens with bulimia saw the letter ?X,? broad swaths of their brains danced with activity ? more so than the healthy or calorie-cutting anorexic volunteers, Lock?s team reported in the American Journal of Psychiatry. For bulimics, controlling the impulse to push the button may take more brain power than for others, Lock says.

Though the data don?t reveal differences in self-control between anorexics and healthy people, Lock thinks that anorexics? well-documented ability to swat away urges probably does have signatures in the brain. He notes that his study was small, and that the ?healthy? people he used as a control group might have shared similarities with anorexics. ?The people who tend to volunteer are generally pretty high performers,? he says. ?The chances are good that my controls are a little bit more like anorexics than bulimics.?

Still, Lock?s results offered another flicker of proof that people with eating disorders might have glitches in their self-control circuits. A tight rein on urges could help steer anorexics toward illness, but the parts of their brain tuned into rewards, such as sugary snacks, may also be a little off track.

Sugar low

For many anorexics, food just doesn?t taste very good. A classic symptom of the disorder is anhedonia, or trouble experiencing pleasure. Parts of Heenan?s past reflect the symptom. When she was ill, she had trouble remembering favorite dishes from childhood, for example ? a blank spot common to anorexics. ?I think I enjoyed some things,? she says. Beyond frozen yogurt, she can?t really rattle off a list.

After Heenan started seriously restricting her calories in college, only one aspect of food made her feel satisfied. Skipping, rather than eating, meals felt good, she says. Some of Heenan?s symptoms may have stemmed from frays in her reward wiring, the brain circuitry connecting food to pleasure. In the past few years, researchers have found that the chemicals coursing through healthy people?s reward circuits aren?t quite the same in anorexics. And studies in rodents have linked chemical changes in reward circuitry to under- and overeating.

To find out whether under- and overweight people had altered brain chemistry, eating disorder researcher Guido Frank of the University of Colorado Denver studied anorexic, healthy-weight and obese women. He and his colleagues trained volunteers to link images, such as orange or purple shapes, with the taste of a sweet solution, slightly salty water or no liquid. Then, the researchers scanned the women?s brains while showing them the shapes and dispensing tiny squirts of flavors. But the team threw in a twist: Sometimes the flavors didn?t match up with the right images.

When anorexics got an unexpected hit of sugar, a surge of activity bloomed in their brains. Obese people had the opposite response: Their brains didn?t register the surprise. Healthy-weight women fit somewhere in the middle, Frank?s team reported August 2012, in Neuropsychopharmacology. While obese people might not be sensitive to sweets anymore, a little sugar rush goes a long way for anorexics. ?It?s just too much stimulation for them,? Frank says.

One of the lively regions in anorexics? brains was the ventral striatum, a lump of nerve cells that?s part of a person?s reward circuitry. The lump picks up signals from dopamine, a chemical that rushes in when most people see a sugary treat.

Frank says that it?s possible cutting calories could sculpt a person?s brain chemistry, but he thinks some young people are just more likely to become sugar-sensitive than others. Frank suspects anorexics? dopamine-sensing equipment might be out of alignment to begin with. And he may be onto something. Recently, researchers in Kaye?s lab at UCSD showed that the same chemical that makes people perk up when a coworker brings in a box of doughnuts might actually trigger anxiety in anorexics.

Mixed signals

Usually a rush of dopamine triggers euphoria or a boost of energy, says Ursula Bailer, a psychiatrist and neuroimaging researcher at UCSD. Anorexics don?t seem to pick up those good feelings.?

When Bailer and colleagues gave volunteers amphetamine, a drug known to trigger dopamine release, and then asked them to rate their feelings, healthy people stuck to a familiar script. The drug made them feel intensely happy, Bailer?s team described March 2012 in the International Journal of Eating Disorders. Researchers linked the volunteers? happy feelings to a wave of dopamine flooding the brain, using an imaging technique to track the chemical?s levels.

But anorexics said something different. ?People with anorexia didn?t feel euphoria ? they got anxious,? Bailer says. And the more dopamine coursing through anorexics? brains, the more anxious they felt. Anorexics? reaction to the chemical could help explain why they steer clear of food ? or at least foods that healthy people find tempting. ?Anorexics don?t usually get anxious if you give them a plate of cucumbers,? Bailer says.

Beyond the anxiety finding, one other aspect of the study sticks out: Instead of examining sick patients, Bailer, Kaye and colleagues recruited women who had recovered from anorexia. By studying people whose brains are no longer starving, Kaye?s team hopes to sidestep the chicken-and-egg question of whether specific brain signatures predispose people to anorexia or whether anorexia carves those signatures in the brain.

Though Kaye says that there?s still a lot scientists don?t know about anorexia, he?s convinced it?s a disorder that starts in the brain. Compared with healthy children, anorexic children?s brains are getting different signals, he says. ?Parents have to realize that it?s very hard for these kids to change.?

Kaye thinks imaging data can help families reframe their beliefs about anorexia, which might help them handle tough treatments. He thinks the data can also offer new insights into therapies tailored for anorexics? specific traits.

Sensory underload

One trait Kaye has focused on is anorexics? sense of awareness of their bodies. Peel back the outer lobes of the brain by the temples, and the bit that handles body awareness pops into view. These regions, little islands of tissue called the insula, are one of the first brain areas to register pain, taste and other sensations. When people hold their breath, for example, and feel the panicky claws of air hunger, ?the insula lights up like crazy,? Kaye says.

Kaye and colleagues have shown that the insulas of people with anorexia seem to be somewhat dulled to sensations. In a recent study, his team strapped heat-delivering gadgets to volunteers? arms and cranked the devices to painfully hot temperatures while measuring insula activity via fMRI.

Compared with healthy volunteers, bits of recovered anorexics? insulas dimmed when the researchers turned up the heat. But when researchers simply warned that pain was coming, other parts of the brain region flared brightly, Kaye?s team reported in January in the International Journal of Eating Disorders. For people who have had anorexia, actually feeling pain didn?t seem as bad as anticipating it. ?They don?t seem to be sensing things correctly,? says Kaye.

If anorexics can?t detect sensations like pain properly, they may also have trouble picking up other signals from the body, such as hunger. Typically when people get hungry, their insulas rev up to let them know. And in healthy hungry people, a taste of sugar really gets the insula excited. For anorexics, this hunger-sensing part of the brain seems numb. Parts of the insula barely perked up when recovered anorexic volunteers tasted sugar, Kaye?s team showed this June in the American Journal of Psychiatry. The findings ?may help us understand why people can starve themselves and not get hungry,? Kaye says.

Though the brain region that tells people they?re hungry might have trouble detecting sweet signals, some reward circuits seem to overreact to the same cues. Combined with a tendency to swap happiness for anxiety, and a mental vise grip on behavior, anorexics might have just enough snags in their brain wiring to tip them toward disease.

Now, Kaye?s group hopes to tap neuroimaging data for new treatment ideas. One day, he thinks doctors might be able to help anorexics ?train? their insulas using biofeedback. With real-time brain scanning, patients could watch as their insulas struggle to pick up sugar signals, and then practice strengthening the response. More effective treatment options could potentially spare anorexics the relapses many patients suffer.

Heenan says she?s one of the lucky ones. Four years have passed since she first saw the anorexic brain images at UCSD. In the months following her treatment, Heenan and her family worked together to rebuild her relationship with food. At first, her fianc? picked out all her meals, but step by step, Heenan earned autonomy over her diet. Today, Heenan, a coordinator for Minneapolis? public schools, is married and has a new puppy. ?Life can be good,? she says. ?Life can be fun. I want other people to know the freedom that I do.?



Searching for treatments

The bowl of pasta sitting in front of Kelsey Heenan didn?t look especially scary.

Spaghetti, chopped asparagus and chunks of chicken glistened in an olive oil sauce. Usually, such savory fare might make a person?s mouth water. But when Heenan?s fianc? served her a portion, she started sobbing. ?You can?t do this to me,? she told him. ?I thought you loved me!?

Heenan was confronting her ?fear foods? at the Eating Disorders Center for Treatment and Research at UCSD. Therapists in her treatment program, Intensive Multi-Family Therapy, spend five days teaching anorexic patients and families about the disorder and how to encourage healthy eating. ?There?s no blame,? says Christina Wierenga, a clinical neuropsychologist at UCSD. ?The focus is just on having the parent refeed the child.? Therapists lay out healthy meals and portion sizes for teens, bolster parents? self-confidence and hammer home the dangers of not eating. Heenan compares the experience to boot camp. But by the end of her time at the center, she says, ?I was starting to see glimpses of what life could be like as a healthy person.?

Treatment options for anorexia include a broad mix of behavioral and medication-based therapies. Most don?t work very well, and many lack the support of evidence-based trials. Hospitalizing patients can boost short-term weight gain, ?but when people go home they lose all the weight again,? says Stanford University?s James Lock, one of the architects of family-based treatment. That treatment is currently considered the most effective therapy for adolescent anorexics.

In a 2010 clinical trial, half of teens who underwent FBT maintained a normal weight a year after therapy. In contrast, only a fifth of teens treated with adolescent-focused individual therapy, which aims to help kids cope with emotions without using starvation, hit the healthy weight goal.

Few good options exist for adult anorexics, a group notorious for dropping out of therapy. New work hints that cognitive remediation therapy, or CRT, which uses cognitive exercises to change anorexics? behaviors, has potential. After two months of CRT, only 13 percent of patients abandoned treatment, and most regained some weight, Lock and colleagues reported in the April International Journal of Eating Disorders. Researchers still need to find out, however, if CRT helps patients keep weight on long-term. ?Meghan Rosen

Zambia: President Sata Moves to Block Facebook and Twitter

President Michael Sata's parallel intelligence system is moving to block social networks Facebook and Twitter after realising that stories on blocked websites, Zambian Watchdog and Zambia Reports, are now filtering through the two media for domestic consumption.

And the Xavier Chungu-led parallel intelligence is targeting a third internet based media channel, Crossfire Blogtalk Radio, for possible blocking after it continued airing guests critical of the Patriotic Front government.

The decision to study the blocking of Facebook and Twitter, according to sources, follows Zambian Watchdog and Zambia Reports' decision to activate their respective facebook pages on which the stories President Sata does not want Zambians to access and read are being fed onto the domestic market.

The ordinary access to Zambian Watchdog and Zambia Reports for the domestic market was blocked last week although some locals are still able to access through advanced devices or proxy websites.

A team comprising the trusted intelligence system of Zamtrop mastermind Xaveir Chungu, which is independent of the main established body, was last week dispatched to Russia for a consultative process on the possibilities of blocking facebook and twitter.

President Sata is reportedly incensed that the stories he is denying Zambians to access are now all over on facebook and twitter with a growing following whose impact threatens his hold on power.

According to the sources, the blocking of Zambian Watchdog and Zambia Reports is also being used as a pilot project to block all form of social sites during the 2016 presidential and parliamentary by-elections.

The plan is expected to be in full force during the 2016 general elections when mobile communication and radio signal will be heavily compromised to facilitate rigging and installation of President Sata or his General Secretary Wynter Kabimba back in office on a rigged elections.

Intelligence sources are equally frustrated that they are being made to carry out excessive monitoring of citizens as well as breaching fundamental human rights of free speech.

Apparently, there is total disagreement within the ranks with regards to the ongoing assault on the media and those that have dared question the development are being sidelined for possible firing.

The intelligence officers who spoke on anonymity request warned that Zambians should brace for tough times ahead because the co-operation between Sata and Zimbabwe's leader Robert Mugabe is not healthy for the country.

Meanwhile, Crossfire Blog producer Mueti Moomba has disclosed that his channel has suffered the worst form of victimization under the PF government.

The internet radio initially supplied feed to Zambezi Fm in Livingstone, YAR Fm in Kitwe and Flava Fm in Kitwe but two of those station had been cowed into submission.

"2 [two] of these pulled out after being threatened. Only Flava Fm has continued & we know they are being pushed about it. On Tuesday they could not link to us," he fears.

About attempts to block internet listeners to access the feed, he said; "we got about 150 messages from listeners in Zambia saying they could not listen to the show thru website."

AUGUSTA, Maine (AP) -- In his new role as state Republican Party chairman, Rick Bennett is hoping to bring together a party that has recently shown signs of division.

Bennett was elected as the head of the state Republican Party on Saturday. HIs election followed the resignation of Richard Cebra earlier this month. Cebra resigned after six months on the job, citing personal reasons.

Bennett says there has been disharmony in the Republican party, pointing to the 2012 state GOP convention where Ron Paul supporters elected a majority slate supporting the former Texas congressman, stripping Mitt Romney of delegates.

Experts say Bennett is well-respected leader who can appeal to all Republicans and that his election signifies the GOP's effort to heal cracks in the party ahead of the 2014 election.

Cashmere trade threat to big cat

The global demand for cashmere is threatening endangered snow leopards, according to a new report.

Domestic cashmere goats in parts of Central Asia have almost tripled in the last 20 years to fuel cashmere demand.

The goats are encroaching on the natural habitats of the snow leopard and their natural prey.

The authors of the paper, published in Conservation Biology, say that other endangered animals are also at risk.

These include herbivores which compete for the same resources as the goats, such as the antelope Saiga tatarica, the Tibetan chiru (Pantholops hodgsonii) and the Himalayan bharal (Pseudois nayaur) also known as the blue sheep.

As the snow leopards' habitats converge with domestic goats, the decline wild prey can increasingly lead the leopards to hunt the goats.

Consequently there has now been an observed increase in "retaliatory killings" of snow leopards by humans protecting their herds, report the authors.

In Mongolia alone, numbers of domestic goats have grown from about from five million in 1990 to close to 14 million in 2010. Farmers in India and China's Tibetan Plateau also herd goats for cashmere.

Charudutt Mishra of the Snow Leopard Trust and one of the co-authors of the paper, said cashmere "is an important source of livelihood" for local communities in many parts of Central Asia.

"Cashmere production is a complicated human issue. Understandably, indigenous herders are trying to improve their livelihoods, but the short-term economic gain is harming the local ecosystem.

"By improving our understanding of the relationship between indigenous herders, local ecology and global markets, we can implement policies at the national and international level which are better designed to protect biodiversity while supporting the livelihoods of local communities."

Dr Mischra, who received funding for his work from the Whitley Award for nature conservation, told BBC News that while cashmere production was not new, the global market for it had dramatically increased over the past 20 years.

He said "green labelling" of cashmere clothes could help bring awareness to the issue.

"One of the intentions is to bring together some of the local communities who produce cashmere and the buyers from the international market.

"We want to address everyone's concerns and develop a programme where we can make grazing more sustainable, and that allows for wild and domestic animals to co-exist."

Dolphins May Have Individual Names

Many animals use sounds to convey information. [Sound of wolf? howl] Humans use particular vocal labels for objects and for people. We call these words, and names. A few creatures, such as parrots and dolphins, can learn specific vocal labels. And wild dolphins are known to have particular, individual signature whistles. Scientists at Scotland?s St. Andrews University wanted to know: can these whistles be used as labels? The researchers analyzed sounds from dolphins off Scotland?s east coast, and extracted these signature whistles. [Dolphin whistle sound] Then they altered the sounds so the calls wouldn?t sound exactly like the originating dolphin. [Altered dolphin whistle]
They played those sounds back to the dolphins, along with whistles from dolphins familiar to the animals and whistles from strangers. When the dolphins heard their own signature whistle [Altered dolphin whistle] they routinely responded with that same sound. [Dolphin whistle sound] That reaction only happened twice when they heard sounds from their pals and not at all when they heard the alien dolphin. The research is in the Proceedings of the National Academy of Sciences. [Stephanie L. King and Vincent M. EU blacklists Hezbollah - sort of

The European Union agreed on Monday to blacklist the ?military wing? of Lebanon?s militant Shiite organization Hezbollah in response to the group?s alleged activities in Europe.

The unanimous decision ends months of wrangling between the 28 EU member states over whether or not to slap Hezbollah on its list of terrorist organizations. The long-standing debate hardened after a deadly suicide bomb attack in Bulgaria last year that was pinned on the group, while Hezbollah?s military intervention in Syria?s war eroded the lingering hesitation of some European countries.

However, the blacklisting only applies to Hezbollah?s ?military wing,? a distinction that allows officials and diplomats from European countries to continue meeting with Hezbollah?s ?political? leaders, such as parliamentarians.

Hezbollah did not issue any immediate response, but the EU decision is not expected to have much impact on an organization that is the most powerful military and political force in Lebanon and is not believed to have much in the way of identifiable assets in Europe.

Hezbollah?s Al-Manar television station said the EU decision would have little effect and quoted a recent speech by the party?s leader, Sheikh Hassan Nasrallah, saying ?If Europe sees that Hezbollah is so significant to change regional equations then we are more than proud of this. As for their terror list, I have one thing to say to them: you can soak your list and drink its water??

Hezbollah faces far greater challenges given steadily worsening Shiite-Sunni tensions in Lebanon and across the region inflamed by its deep involvement in Syria.

?Hezbollah has major worries, major battles, [and is] facing a major existential threat and [the EU blacklisting] is not one of them,? says Paul Salem, director of the Carnegie Endowment?s Middle East Center in Beirut.

BACKLASH?

Britain has led the effort to blacklist Hezbollah and received support from France and Germany. The decision required unanimity among all 28 member states, but some EU countries were reluctant to fully proscribe Hezbollah. Ireland and Austria ? both of which have troops serving with a United Nations peacekeeping force in south Lebanon ? warned of the potential backlash against EU interests and the risk of causing further instability in Lebanon, a country already reeling from the shock waves of the two-year war in neighboring Syria.

William Hague, the British foreign secretary, told reporters ahead of the EU meeting that the impact on Lebanon would be minimal.

?We don?t believe that this action would destabilize Lebanon or have serious adverse consequences. It is important for us to show that we are united and strong in the face of terrorism,? Mr. Hague said.

Only the US, Canada, the Netherlands, and Israel have fully proscribed Hezbollah. Other countries, such as Britain and Australia, have opted for partial measures by blacklisting either its ?military wing? or its ?terrorist wing.?

The Lebanese government, which includes members of Hezbollah, last week appealed to the EU not to proscribe the party, noting that it was an important and influential player in Lebanese politics with a wide base of popular support.

?[Hezbollah] is a fundamental constituent of this country and cannot be distanced from its government due to Lebanon?s precarious situation? How will Europe then deal with the Lebanese government in the future? How will they differentiate between the party?s political and military wings?? Adnan Mansour, Lebanon?s caretaker foreign minister, said in remarks published by the London-based Al-Hayat newspaper on Monday.

The EU move should have no impact on its dealings with Beirut. Even though Washington classifies Hezbollah as a terrorist organization, US diplomats regularly meet with members of the Lebanese government, just not those ministers who belong to Hezbollah.

Hezbollah has made little comment on the threat of EU sanctions. But Sheikh Nabil Qawk, a senior Hezbollah official, said on Sunday that the party would not be swayed by the EU?s ?threats and intimidation.?

?The resistance [Hezbollah] is greater than being isolated and stronger than being humiliated,? he said during a funeral ceremony in south Lebanon.

THE TIPPING POINT

The move to proscribe Hezbollah intensified in the wake of a July 2012 suicide bombing that killed five Israeli tourists and a driver of a bus in the Bulgarian town of Burgas. In February, Bulgarian Interior Minister Tsvetan Tsvetanov said there was ?well-grounded? evidence that Hezbollah was behind the bomb attack. Last week, the Bulgarian government said it had received additional evidence further implicating Hezbollah, an announcement that appeared to be timed to the looming EU vote.

In March, a court in Cyprus convicted a dual Lebanese-Swedish man who admitted being a member of Hezbollah on charges of planning bomb attacks against Israeli tourists on the Mediterranean island.

However, the tipping point that led to the EU decision to proscribe Hezbollah?s ?military wing? appears to have been the party?s unprecedented intervention in Syria, where an estimated several thousand of the group?s fighters are battling Syrian rebels to preserve the regime of Syrian President Bashar al-Assad.

Hezbollah bills itself as a Lebanese resistance force that drove Israeli occupation forces out of south Lebanon in 2000, fought them to a standstill in a month-long war in 2006, and today protects Lebanon against any future Israeli aggression. Sheikh Nasrallah admitted in May that his cadres were fighting in Syria, but said it was a necessary battle to prevent extremist Sunnis from destabilizing Syria and Lebanon.

Hezbollah?s overt combat role in Syria, which has led to scores of casualties within its ranks, has caused deep anger from Sunnis in Lebanon and elsewhere in the region who support the overwhelmingly Sunni opposition in Syria. It has also tarnished Hezbollah?s reputation as a ?resistance? movement struggling against occupation and a champion of the oppressed.

?There had been an acceptance of their role as a Lebanese resistance but to be a regional army fighting regional wars is something that many European capitals no longer accepted,? says Mr. Salem.

TANGLED WEB

Nevertheless, implementing the new EU policy on Hezbollah is fraught with practical difficulties. Although Hezbollah traditionally receives financing from its patron Iran, it has built over the decades an extensive fund-raising network that spans the globe and covers both legitimate and illicit commercial activities. The network is believed to generate tens of millions of dollars each year ? the exact figure is unknown.

Much of that funding, however, is spent on Hezbollah?s extensive social welfare apparatus, which includes hospitals, clinics, and schools, as well as charitable foundations that look after the families of dead fighters, provide cheap housing, agricultural assistance to farmers, and distribute utilities such as water and electricity.

Because it proscribed only the ?military wing? of Hezbollah, the EU will have to determine into which category ? ?military? or ?social welfare-political? ? any assets held by Hezbollah in the EU falls. Furthermore, the EU designation technically prevents Hezbollah military personnel from traveling through EU member states.

How that restriction will operate in practice is unclear. The EU will likely compose a list of those Hezbollah members who can be identified as ?military? rather than ?political? cadres, but any such list is likely to be very short. Hezbollah is a secretive organization and does not reveal the identity of its military and security personnel.
